What Is an Outsourced Marketing Department? A Guide for UAE Businesses

Many UAE companies reach the same point. Marketing matters, but building a full team is slow and expensive. Hiring one marketer rarely covers strategy, content, ads, SEO and reporting. Hiring three agencies means three invoices and no one owning the results.
An outsourced marketing department is a third option. This guide explains what it is, what it includes, how it works day to day, and when it makes sense for a business in the UAE.
What an outsourced marketing department is
An outsourced marketing department is an external team that runs your entire marketing function on a monthly retainer. It is not a single service, like an SEO agency or a social media agency. It covers the work an in-house marketing team would do, from planning to execution to reporting.
The key difference is ownership. A specialist agency delivers one channel. An outsourced department owns the whole plan and the results across every channel, with one person accountable to you.
What it usually includes
A complete outsourced marketing department covers the same roles you would hire in-house:
Marketing leadership. A senior lead who sets the strategy, manages the plan and reports to management.
Content and creative. Design, copywriting, video and motion for campaigns and social media.
Social media. Planning, posting and managing your brand pages.
Paid campaigns. Search and social ads, from set-up to daily optimisation.
Offline media. Radio, outdoor, print and TV, where the brand needs reach beyond digital.
SEO. Keyword research, on-page work and ongoing tracking so the website is found on Google.
Lead handling and sales alignment. Making sure enquiries are tracked, followed up and passed to sales.
Reporting. Regular reports on what was done, what it cost and what it delivered.
You can see how Voyloo structures this on our services page.
How it works in practice
Most outsourced departments follow a similar rhythm.
1. Audit and strategy. The team reviews your brand, website, channels, past campaigns and competitors. From that, it sets goals and a marketing plan.
2. Set-up. Accounts, tracking and reporting are put in place, so results can be measured from the first month.
3. Monthly delivery. Content, campaigns and SEO work run on an agreed schedule. You approve key work before it goes live.
4. Regular reviews. A weekly meeting or report keeps you informed. The plan changes when the numbers say it should.
You deal with one point of contact. Behind that person sits the full team.
Outsourced department vs other options
Option | What you get | Common problem |
In-house team | Full control, people inside the business | Salaries, visas, insurance, training and end-of-service costs. Hard to replace people who leave. |
Several specialist agencies | Deep skill in each channel | Many suppliers and invoices. No one owns the overall result. |
Freelancers | Flexible and lower cost per task | Hard to manage. Quality and availability vary. Usually no strategy. |
Outsourced marketing department | One team, one plan, one invoice | You need to share information openly and give the team access to decision-makers. |
Why UAE businesses consider it
A few conditions make this model relevant in the UAE.
The cost of hiring goes beyond salary. Employers in the UAE pay for visas, health insurance and end-of-service gratuity, on top of the monthly salary. Under the UAE Labour Law, gratuity is 21 days of basic salary for each of the first five years of service, and 30 days for each year after that. Health insurance for employees is an employer obligation in Dubai, and since January 2025 it is required across the other emirates too. We break these costs down in the next post in this series.
Marketing needs many skills at once. A single hire is rarely strong in strategy, design, paid ads, SEO and reporting. The UAE market adds its own needs, such as English and Arabic content and a mix of digital and offline media.
Businesses change quickly. A company may need more marketing during a launch or a busy season, and less at other times. Changing an outsourced package is faster than hiring or letting people go.
When it is a good fit
An outsourced marketing department tends to work well if:
You are a founder or SME with no marketing team, or a team that was cut.
You manage several agencies or freelancers and want one accountable partner.
You need a senior marketing lead but a full-time hire is not justified yet.
You are replacing a marketing department and need continuity while you decide what comes next.
When it may not be the right choice
It is not for everyone. It may not suit you if:
Your marketing is very narrow, such as one channel only. A specialist agency may be enough.
You already have a strong in-house team and only need extra hands on one task.
You cannot give the team access to information, approvals and decision-makers. No outside team can deliver results without that.
What to look for in a provider
Before signing, ask:
Who is my point of contact, and how senior are they?
Which roles are actually on the team, and who does the work?
What is included each month? Posts, campaigns, reports and meetings should be clear in writing.
Is ad and media spend included or billed separately? It should be clear before you start.
How are results reported, and how often?
What is the minimum term, and can I change package later?
How Voyloo works
Voyloo is an outsourced marketing department for UAE businesses. You choose one of three fixed monthly packages: Core, Growth or Enterprise. Each includes a senior marketing lead and a full team, with a set scope of content, campaigns, SEO and reporting. As your needs change, you switch packages rather than hire. Ad and media spend is always billed separately.
Compare what each package includes on our packages page, or read how we run each part of the work on the services page.
Frequently asked questions
Is an outsourced marketing department the same as a marketing agency? Not quite. Most agencies deliver one or two services, such as social media or SEO. An outsourced marketing department runs the whole function, sets the strategy and owns the results across channels, with one senior point of contact.
Will I lose control of my brand? No. You approve the plan and key work before it goes live, and you get regular reports and meetings. The difference is that you manage one person, not a team of employees or several suppliers.
How quickly can an outsourced team start? Usually within weeks. The first month focuses on the audit, strategy and set-up, so campaigns and content can run on a clear plan from month two.
Is ad spend included in the monthly fee? It depends on the provider, so always ask. At Voyloo, ad and media spend is always billed separately from the monthly fee.
