In-House Marketing Team vs Outsourced: The Real Cost in the UAE

When UAE business owners compare an in-house marketing team with an outsourced one, they often compare salary with a monthly fee. That misses most of the picture.

An employee in the UAE comes with visa costs, health insurance, end-of-service gratuity, recruitment time and the risk of starting again when someone leaves. An outsourced team comes with a fixed fee and a defined scope. This post puts real numbers on both, so you can compare them fairly.

What an in-house marketing team costs in the UAE

1. Salaries

Salaries vary with experience, industry and emirate. As a guide, Glassdoor data for Dubai shows:

These are self-reported figures, so treat them as a starting point, not a quote. Senior roles, such as a head of marketing, cost more.

2. Visas and permits

Each expat hire needs a work permit, residence visa, Emirates ID and medical test. For a two-year employment visa on the Dubai mainland, typical total costs range from about AED 3,000 to AED 8,000 per person, depending on the role, the employee's situation and whether a status change is needed. You pay this again at renewal.

3. Health insurance

Health insurance is an employer cost. In Dubai, employers are required to provide health insurance for their employees. Since 1 January 2025, private-sector employers in the other emirates must also provide health insurance as a condition of issuing or renewing residency permits. Premiums depend on the plan you choose.

4. End-of-service gratuity

Under the UAE Labour Law, an employee who completes at least one year of service is entitled to end-of-service gratuity. It is calculated on basic salary:

  • 21 days of basic salary for each of the first five years

  • 30 days of basic salary for each year after that

  • Capped at two years' total wage

This is a real liability that builds every month, even if you only pay it when the person leaves.

5. The costs that are easy to miss

  • Recruitment. Job ads, agency fees and weeks of management time.

  • Notice periods and gaps. When a marketer leaves, work stops until you find a replacement.

  • Training and tools. Design software, scheduling tools, analytics and courses.

  • Management time. Someone has to plan, brief, review and approve the work.

  • Skill gaps. Even a good team of two or three rarely covers strategy, design, paid ads, SEO, offline media and reporting equally well.

A worked example

Here is an illustrative small team: one marketing manager, one designer and one digital marketing specialist, using the Dubai medians above.

That is roughly AED 36,000–37,000 a month, before health insurance, recruitment, tools, office space and management time.

A few notes on this example:

  • In practice, basic salary is often lower than total salary, which reduces gratuity. It never removes it.

  • This team has one senior person. If you need a head of marketing, the numbers rise.

  • It does not include ad spend. Media budgets are extra in both models.

What an outsourced marketing department costs

An outsourced marketing department replaces most of those line items with one fixed monthly fee. Market fees vary widely. Agency management fees in Dubai commonly run from about AED 2,500 to AED 15,000 a month for a single service, according to Markamo's 2026 UAE benchmarks. Full-department retainers cost more because they cover more.

When in-house makes more sense

Outsourcing is not always the answer. An in-house team can be the better choice if:

  • Marketing is core to your product and needs people inside the company every day.

  • You already have a strong marketing leader who needs a team under them.

  • Your volume of work is large and steady enough to keep a full team busy all year.

Many companies use a mix: a small internal team for day-to-day coordination, and an outsourced department for strategy, creative and campaigns.

When outsourcing makes more sense

An outsourced department often fits better if:

  • You have no marketing team, or your team was cut.

  • You manage several agencies or freelancers and want one accountable partner.

  • You need senior marketing leadership but not a full-time executive salary.

  • You want a fixed, predictable monthly cost.
